Practice for that important CDL test

Current and future truck drivers can now practice for the important Commercial Driver's License (CDL) test online at their convenience. This is a welcome addition to the hundreds of practice tests available for free to library patrons through the LearningExpress Library website.

A commercial driver’s license is required to operate a commercial motor vehicle (CMV). To get a CDL, candidates have to pass written and skills tests, most of which are given at the local Department of Motor Vehicles (DMV). The LearningExpress CDL Practices offer CDL candidates the essential, authentic practice they need to perform their best on the most popular written knowledge tests.

They offer online practices based on the content of official General Knowledge tests as well the most popular endorsement tests: Passenger Transport, Combination Vehicles, Hazardous Materials, Tank Vehicles, Doubles and Triples, and Air Brakes.

Truck drivers are a constant presence on America's highways, and the job outlook is good for those wanting to become commercial drivers. In fact, the U.S. Department of Labor expects the number of trucking jobs to increase in the coming years.

According to the Bureau of Labor Statistics:
  • The average entry-level salary for a truck driver is around $30,000 per year.
  • Experienced truckers and those who stay on the road for longer periods of time can expect to earn between $40,000 and $60,000 per year.
  • Nationally there are close to 3 million drivers employed in the trucking industry.

Say Cheese!

Starting this week, the next time you check out library materials, you will be asked by the library staff to let us take your picture. We are starting this campaign in an effort to have a positive identification of every library patron that checks materials out. Many of you may be asked to show a driver's license or other photo ID before your picture is taken, so that we know absolutely without a doubt that the person whose picture we took is the person to whom the library card belongs.
We want to do this for our patrons to help protect them from the unauthorized use of their library cards. We do not let people check out without a library card or a photo ID, but library staff may not always know that the person who just gave us your library card stole it out of your purse last week. With a picture to compare to the person standing in front of us, we will instantly recognize that the card is not being used by the cardholder.
Library materials, like everything else, have gone up in price considerably in the past few years. Books now average about $25.00 to replace if they are lost, stolen, or damaged. DVDs cost on average $30.00 and Books on CD can cost $125.00 or more. By adding your picture to your registration, we can give you the peace of mind that no one is going to check out items without you knowing about it--and therefore you won't have any surprise charges on your account.

We hope you are as excited about this as we are. So, the next time you come down to the library, allow a couple of extra minutes and be prepared to smile!

Editorial cartoons for fun and education

Editorial cartoons are fun to read and may present to us a different perspective from our own on current events. Lively and topical, they use visual humor to show the range of opinion on a host of key issues, from the world economy and the new U.S. presidential administration, to Reconstruction, to the continuing debate over evolution and intelligent design.

Editorial cartoons and questions are a special feature of the Facts on File World News Digest website. You can read them for fun or as part of a classroom exercise. What to read next? Ask Nancy Pearl

Librarians are frequently asked the question, "What's a good book?" or "I really liked this book; what should I read next?" If you are one of those ravenous readers always on the prowl for the next good book, we have some good news for you. Each month you can receive in your email the latest selection of recommended reads from Nancy Pearl. You can also browse lists from the previous months on our archive page.

Who is Nancy Pearl? The New York Times calls her "the talk of librarian circles." Readers can't get enough of her recommendations while bookstores and libraries offer standing room only whenever she visits. She is a former librarian and bookseller and has been in love with books from a very young age. She has a monthly television program in Seattle, and is a regular commentator about books on National Public Radio’s “Morning Edition.” The library owns 3 of her books, Book Lust, More Book Lust, and Book Crush (for kids and teens). Here's a sample:
Whatever Makes You Happy, by William Sutcliffe
Is there any phrase, when spoken by a parent to a child, more potentially ambiguous than "whatever makes you happy"? It could be taken as a straightforward expression of the wish for your happiness. And isn't that a sentiment that we all want from our parents? But it could also have a subtext: "Of course, I only want for you whatever makes you happy, but I know better than you what that is, so if you'd just do what I want you'll be happy. I'm sure of it." That latter sentiment (thinly veiled as the former) is the metaphorical engine driving the entertaining plot of William Sutcliffe's Whatever Makes You Happy. Carol, Helen, and Gillian, who have been friends since their sons were babes in arms, share similar frustrations with their now 34-year-old offspring. These stalwart young men are not only not married (and, therefore, offer no prospect of grandchildren), but they seldom bother to call (not even for the de rigueur holidays, like Mother's Day), they're not interested in sharing their experiences, and, since each left home, not one has ever expressed any interest whatsoever in a nice long visit from their mothers. So the three moms decide to take matters into their own hands: each one–with no advance warning–will drop in on her son for a week's stay, or at least until she's finally come to understand her son's choices and decisions. Naturally, the unexpected arrival (and protracted visit) of their mothers means there are radical changes ahead for Paul, Matt, and Daniel. Both mothers and sons (and even fathers and daughters) will enjoy this often hilarious tale (there's a wonderful scene at a cocktail party that I still chuckle over), in which Sutcliffe reaffirms the central place that mothers and sons have in each other's lives.

4 ways to prepare for the rebound

Things do look dire, but it's possible that the world might not end tomorrow.

It's hard to think about the good times to come when the stock market is getting pounded day after day. But a savvy investor knows that overestimating the permanence of today's conditions is a dangerous habit. Such reminders typically come when markets are climbing, but the concept is equally important when the atmosphere is dismal.

At some point, the stock market will stage a steady recovery. That could be a long way away; it might arrive sooner than anyone thinks. But a nice, sustained rally is almost certain to come along. That's not just my opinion--you agree! At least those of you who have more than a pittance invested in stocks or stock funds--if you didn't agree, you wouldn't own them, right?

With that in mind, it makes sense to prepare your portfolio accordingly. For a variety of reasons, there's a good chance that your current positioning isn't where you'd want it to be if (I mean, when) the market recovers. Maybe your allocations got out of whack because stocks collapsed; perhaps you've sold holdings to take tax losses and haven't replaced them; maybe you were lucky enough to own stock in Wal-Mart and its stellar performance during the crash has made its weight in your portfolio much, much larger than it used to be.

You don't necessarily have to return your portfolio to its pre-crash allocations or own the same funds that you did then. Nor do you have to jump in immediately: Encouraging mindless optimism is not the aim here. Rather, the point is this: At a time when our personal investments are the last things that we want to think about, it's critical to force yourself to look them over. Think about what you want your overall portfolio to look like for the long term and remember that that long term will probably include a recovery in the stock market. Then see how closely your current holdings resemble the framework you have in mind.

Now's the time to make sure that your funds have the policies you want. When the market rebounds, funds with cash are quite likely to lag. You have to be comfortable with that being the trade-off for protection during declines. If your fund companies' documents don't provide clear explanations of their policies in that regard, call them up and ask specifically how much cash the manager is allowed to own and what the levels have typically been over time. (In many cases the formal limit listed in the prospectus might be fairly high but, in practice, the fund almost always remains almost fully invested.)

The Stronger Stuff
At a time when the S&P 500 has lost more than half its value, it's hard to believe that the index has been an outperformer. But small caps and emerging markets have been battered even worse than the big stocks in the United States and Europe. If you didn't have much exposure to either emerging markets or small caps during this crash, be thankful (though owning them for the five years prior to 2008, when both of those areas outperformed, would have been nice).
However, it's important to think ahead. If you want exposure to emerging markets and small stocks when times improve, you may have to take action. That doesn't mean that you must buy a separate fund for each. Most, but not all, broad international funds have some emerging-markets stocks. Meanwhile, small-cap exposure is less common in most core stock funds, so an all-cap stock fund or dedicated small-cap fund might be needed if you want such exposure.
To be clear, you don't absolutely have to own emerging markets or small caps. But it is essential to know what you want and know what you own.

Time-Horizon Guidelines Are No Joke
Sadly, many people have found out too late the importance of the guideline that stocks, and stock funds, are suitable only for money that they won't need for many years. No one knows exactly how long a time horizon must be to make stocks the right vehicle. But we can be certain that it's extremely risky to put money into stock funds that you know you'll need in a year or two.

So, check your timetables again. Decide how much money you'll need in which time frame, and allocate it accordingly. Of course, stocks could zoom over the next 12 or 24 months, but the chances are too great that they'll decline, resulting in less money in your account than you need for a critical expenditure.

The Good News
Here's a comforting finale: You don't have to be too concerned about the precise numbers.

The fact is it's incredibly hard to maintain precise weightings. Your overall foreign-stock allocation doesn't depend solely on the money in your foreign-stock funds, it's also subject to the whims of domestic-stock fund managers who are adding or subtracting Nestle or Toyota Motor or Nokia. The emerging-markets allocation can similarly vary by a few percentage points, or more, based on a variety of factors, including currency swings, broad-fund managers trading in and out of emerging-markets stocks, or such stocks vastly out- or underperforming others.

Don't worry. There's no telling if your target was exactly right in the first place, so it's not a crisis if your portfolio's allocation levels move a few percentage points off the mark.

The most important thing is to avoid the temptation to simply throw your unopened investment statements into the fireplace. Know what's going on in your portfolio. Give it a structure that you're comfortable with. That approach is likely to be helpful whether the stock-market recovery arrives very soon or is still far, far away.

Free records and information for genealogists

If you are a beginning or long-time genealogist and have never visited the HeritageQuest website - don't wait any longer! HeritageQuest is a product of the ProQuest company (the company that provides Ancestry.com to libraries) and is free to anyone with a valid library card from the Henderson County Public Library.

This is a great website for searching census records, family books and much more. On a personal note, I had a major breakthrough in tracing my own family tree when I came across a family book in HeritageQuest that provided detailed information about my ancestors.

Many distinctive and invaluable sources of information can be found within HeritageQuest Online. This is a growing collection which at this time includes:
  • Genealogy & Local History Collection of over 20,000 books, including nearly 8,000 family histories and over 12,000 local histories, in addition to more than 250 primary source documents such as tax lists, city directories, church and probate records, and more;
  • 1790-1930 U.S. Federal Census with complete original images, plus many head-of-household name indexes;
  • Periodical Source Index (PERSI), a comprehensive subject index covering more than 6,300 genealogy and local history periodicals written in English and French (Canada) since 1800;
  • The Revolutionary War Pension and Bounty Land Warrant Application Files, which identifies more than 80,000 Americans who served in the war;
  • The Freedman’s Bank records (1865-1874) enables researchers of African American heritage to search registers of signatures of depositors in branches of the Freedman’s Savings and Trust Company; and
  • The Lexis Nexis® U.S. Serial Set contains House and Senate documents, such as Private Relief Actions, Memorials and Petitions from 1789-1969.
